What certifications are required for exporting lithium battery products to various countries?

With President Trump signing a freeze order in January 2017, requiring a re-audit of the 49CFR, HM-215N rules, lithium battery international logistics in 2017 must be a hotspot of industry concern, the road to unregulated small package flush is increasingly difficult, compliance and stable logistics channels is the long-term way. So how to do it to be compliant, what certifications are required for lithium battery exports in the end?

一、Air transport certificate for lithium batteries (UN38.3 certification)

The UN38.3 test is a mandatory test to ensure that lithium batteries can be safely transported by air and sea. As long as the lithium batteries are contained in the shipment package for air transportation, whether it is a small button cell battery, a battery installed in equipment, or a battery packaged with equipment, they are required to undergo the UN38.3 test and obtain an air transport identification report before passing the air test.

二、IEC 62133 certification

IEC 62133 is the world’s most important international standard for lithium-ion batteries and is an important basis for IECEE-CB certification. At present, Japan, South Korea, Thailand, India and other countries have developed their own national standards using IEC 62133, and these standards have become an important basis for market access in these countries.The latest version of IEC 62133 was released on February 7, 2017.IEC 62133 is homologated by IEC/SC21A, specifically by WG4, and the first version was released in 2002. 三、European Union CE markingS

四、Japanese PSE certification

The scope of application is Japan, mainly for safety and performance testing, and “Specified Electrical Appliances and Materials” products entering the Japanese market must obtain third-party certification by the Ministry of Economy, Trade and Industry of Japan and be marked with the PSE rhombus. “Products are required to make a self-declaration or apply for third-party certification to display the PSE round mark. Both lithium batteries can be selected, currently due to cost considerations of lithium power plants choose a round lithium battery, unless the foreign customers requested to make a prismatic lithium battery.

V. Korea KC Certification
Applicable to Korea, test standard KC62133, special attention should be paid to do battery KC certification depends on whether the cell has done KC or CB certification, if the cell has done CB or KC, then directly do battery KC, the cost of 15,000 to 20,000. If the cell did not do, do the whole product, the cost of 30,000 – 35,000.

六、NOM certification in Mexico
Mexican official NORMA publishes standard NOM-212-SCFI-2017 on Primary Cells and Primary Battery Packs – Maximum Permitted Mercury and Cadmium Content Limits – Specifications, Test Methods and Labeling Requirements.

The official Mexican NORMA has published the standard NOM-212-SCFI-2017 – Maximum allowable mercury and cadmium content limits – specifications, test methods and labeling requirements for primary cells and primary battery packs.

七、BIS certification in India

Lithium battery import declaration needs to provide BIS test certification, the current use of the standard IS16046:2015/IEC62133:2012 will expire on July 11, 2019; at the same time announced updated IS16046(Part1):2018/IEC6213301:2017,IS16046(Part2): 2018/IEC6213301:2017 new standard, users need to complete the standard update registration application before then.

八、Israel’s SII certification

Lithium batteries and charged products imported into Israel require SII certification (full name The StandardsInstitutionofIsrael), all electronic and electrical products entering Israel must obtain SII certification, Israel is also a member of the IEECEE-CB, recognized and can accept the CB test reports issued by its IECEE-CB member states.

九、IEC 62133 certification

UL has developed certification standards related to lithium batteries in 2016, with multiple standards covering both the U.S. and Canada, for devices with lithium batteries installed.
UL2272 PersonalE-MibilityDevices (including hoverboards).
UL2849 eBikes; eMotorbikes; eScooters.
UL3030 UnmannedAerialVehicles (UAVs) or Drones。

十一、Taiwan region (PRC)
In June 2018, the Taiwan Bureau of Standards issued a notice, effective January 1, 2019, of a new revised BSMI inspection regulation amending the inspection requirements related to lithium batteries.
 3C secondary lithium battery mobile power.
 3C lithium secondary single cells/packs (except coin cell batteries).
 Secondary lithium batteries/kits for electric motor vehicles.
 Secondary lithium e-bike batteries/kits.
 Lithium secondary batteries/packs for electric assist bicycles.
 3C battery chargers (3C battery chargers for testing AC to DC conversion only).
 Electric vehicle chargers (non-vehicular).
 Power adapters for AC to DC conversion.
 Two types of products do not require inspection certificates: medical batteries, lithium primary batteries and lithium primary battery packs.
